| Activities of the Municipal Council |
According to the Municipality Act numbered 5393, the Municipal Council assembling in the first week of every month has determined the month of August as a holiday. However, in the year 2005 the Municipal Council assembled 37 times in total.
53 decisions were made by the Municipal Council in 2005 working days and these decisions were legally implemented in the following period.
69 proposals were presented to the Municipal Council by the Council members in this particular activity period, and these proposals were directed to the Office of the Mayor.
73 specific and general decisions for plan revisions were taken by the Municipal Council and 56 of those plans were returned to relevant Directorates. In accordance with the act numbered 5216, 17 of these decisions approved by the Municipal Council members, were sent to Istanbul Metropolitan Municipality. 3 of those decisions were approved by Istanbul Metropolitan Municipality and were sent back with approval to Kartal Municipality.
In accordance with the Act 5393 and other Acts, elections were held among members of the Municipal Council and 33 decisions taken in these issues were approved by the Office of the Metropolitan Mayor.
President and members of the Municipal Council and Members of Specialization Commission's availability wages, taxes, schedule of wages, transfers, final account tables, Investment Program and decisions regarding the Municipal Budget were all approved by Office of the Metropolitan Mayor and came to Kartal Municipality.
The subject of the decisions made by Kartal Municipal Council and approved by Istanbul Metropolitan Municipality are as follows:
• Abrogation of tenure decision for civil servants working in accordance with the act numbered 657.
• 2004 Annual Activity Report of the Mayor (01.06.2004-31.12.2004)
• Determination of collection dates for taxes of announcement and advertisement that will be paid in year 2005
• Transfer, sale and assignation of Kartal plot 163, section 631, parcels 68 and 74, Kartal section 139, section 1104, parcel 14, plot 139, section 4485, parcels 206 and 215 to Metropolitan Municipality for part of payment on account of our Municipality's debts
• Giving the name of ''Bereket'' to a new road located between Süreyya Road and Yunus Road and located in Kartal New Neighbourhood in plot 81, section 1776.
• Changing the name of Kartal New Neighbourhood as ''Yunus Neighbourhood''.
• Assigning names to various parks located within the borders of Kartal Municipality.
• Maintenance and Repair of electricity transformer buildings.
• Establishing a new Directorate under the title Directorate of Social Services.
• Temporary assignment of property at plot 187, section 2727 and parcel 144 owned by Kartal Municipality to Kartal Governor's Office Health Group Directorate.
• In accordance with the fourth article of the regulation for the provision of assistance to the needy, determination of the minimum wage and the upper limit of assistance according to article 10.
• The first article of the regulation for the provision of assistance to the needy, with reference to a one-year settlement condition.
• Conditional assistance by Metropolitan Municipality to Kartal Municipality at the level of 1.711.000 YTL (including VAT).
• Formal request for the transfer of properties at Kartal Yukarı Quarter, plot 162, section 1829, parcels 1 and 16 from National Estate Directorate General and Istanbul Metropolitan Municipality to Kartal Municipality
• An Elderly Home planned to be built on plot 5 and parcel 134 that belongs to Turkish Treasury and allocated to Kartal Municipality by National Estate Directorate General
• Conclusion of a Protocol between Kartal Municipality and Alpes Maritimes (Cote d'Azur) Riviera of South France.
• Receipt of conditional aid from Istanbul Metropolitan Municipality at the level of 2.211.000 YTL for the purchase of trees and hiring of workers for asphalt and concrete work.
• Purchase of real estate by Kartal Municipality in Kartal Orhantepe Neighbourhood, plot 188, section 2222, parcels
163,164,165,166,167,168,169,170,171,173,174,175,176,177,179 and plot 188, section 2222, parcel 166 owned by PTT Directorate General.
• Delegation of power to Mr. Mayor to conclude contracts with TOKİ (Housing Estate Office).
• Establishing a Centre for Supporting Social Development
• Transfer of property at plot 120, section 970, parcel 2 owned by the Ministry of Finance from Directorate of National Real Estate to Kartal Municipality. |
