Dear Friends,

I am glad to share the Activity Report of 2005 with you.

While our activities in the year 2004 prioritised initiatives towards the formation of an institutional identity, institutional check up and reconstruction, the year 2005 has been defined as a period of ‘System Development and Project Formation'.

Referring to the famous understanding which well-known author Montaigne has emphasised ‘No wind could help a ship in the ocean which had not determined its destination', we determined the appropriate systems which would cope with our institutional vision and mission. Then we applied these systems into concrete projects in the context of a strategic plan. In our efforts, we always kept in mind the fact that the visionary projects that add value to the cities could not be the products of day-to-day decisions, but strategic and long-term plans.

Kartal Municipality is currently governed by integrated systems of which details can be found in the 2005 Activity Report. Managing with systems constitutes a revolution in local governance history. Kartal is managed by systems, and we are effectively running the network of these systems.

Our Municipality has developed the notion of KARTALITE (The Project to Raise Quality of Life in Kartal) and brought a modern interpretation to local governance.

The KARTALITE Project constitutes an umbrella project structure which entails social-local governance, physical (conventional) local governance and cultural-artistic-local governance. “Umbrella Project” term constitutes our original contribution to the local governance literature. KARTALITE is a collection of visionary projects aimed at transforming Kartal into the new centre of Istanbul.

In our efforts, we paid great attention to the national and international experience and knowledge. We integrated the potential of our government, Greater Istanbul Municipality, District Municipality and the private sector to create synergy. Our hearts and minds have been focused on creating a momentum for raising the Quality of life in Kartal.

Our Activity Report for the year 2005 has been designed as a product of a team effort. Hence, it reflects a holistic approach to local governance beyond categorical distinctions. I would like to take this opportunity to thank everyone who has contributed to the successful execution of the activities mentioned in this report.
