Distinguished Colleagues,

I am delighted to share our activities in the year 2006 with the esteemed Municipal Assembly realized with the synergy we received from you.

When we came to power, we started by planning the macro targets of our five-year period of responsibility. First of all we initiated a new administrative process on the basis of institutional identity, institutional check-up and reconstruction. Over the course of this revolutionary process, we realized a dynamic and modern local governance conception based on participation instead of the classical static local government focusing only on infrastructure.

Our second macro target was planned as project development and system development. The “KARTALİTE” project which brings Kartal together with quality and makes a positive impact on Kartal's future was born out of our MISSION to facilitate daily life and make satisfaction permanent. This project is a framework project that includes a variety of visionary projects aimed at making Kartal the new centre of Istanbul. The KARTALİTE project (The Project to Raise Quality of Life) designed to improve the quality of daily life in Kartal will take its privileged status in the history of municipal governance in Turkey.

During the implementation of this project, we realized a first in achieving MANAGING WITH SYSTEMS as an element of a modern institutional governance mentality. We eliminated emotional approaches and subjective practices with the “seven star systems”. We started to measure the performance and efficiency of our institution and staff with the objective approach enabled by the systems. This gave momentum to our efforts and services.

So the infrastructure towards eliminating the obstacles in front of facilitating daily life was completed. Our citizens became aware of the benefits of the localized services with the opening of the Centre for Raising Quality of life in the context of the KARTALİTE project. The transformation in the fields of art, culture, social municipality and physical environment began to be felt. The support we gave to education as the basic element of KARTALİTE gave hope to our youth. Our claim to make “KARTAL-THE NEW CENTRE OF ISTANBUL” which looked as a dream initially began to be realized with the completion of 1/100 000 scale settlement plans, as well as national and international efforts. We also acquired the heartfelt support of our disabled citizens thanks to the physical improvements made for the use of the disabled.

“THE 2006 ACTIVITY REPORT” which is a product of our governance mentality based on responsibility and accountability was prepared to give you a pleasant virtual detour into the last year of Kartal's transformation story.

Distinguished Colleagues,

We have now entered our fourth year in charge of this municipality. All the projects and future plans that have been completed during this time is a collective effort of all of us.

Sometimes we have had debates and sometimes reached compromises. We completed all our achievements through cooperation. Today, Kartal has become a model district as a result of this consenting mind and strong will.

I would like to sincerely thank all of you for your strong will, discernment and responsible attitude towards institutional development.
