The Mayor Arif Daglar was born and raised in Bayburt until his secondary school education in Istanbul. He graduated from the University of İstanbul, Department of Economics in 1980. He has a long politics experience and has an active role in politics for years. He has given dedicated service to his Kartal community since 2004. His focus during his year of Office has been people in need in the context of social-local governance; disabled people who need to have a caring environment and social activities in the district; children and young people to give them best start in their life.

He had been appointed the director of non-governmental organizations which have a social, cultural and sports characteristics for years. He has also been top level manager in private sector organizations. He has been the director at Hamidiye Co. At the Directorate of Affiliates Coordination, in İstanbul Metropolitan. He was first elected as a mayor for Kartal distict in November 2004 and has represented the metropolitan district throughout his time on Kartal Municipality

He has been living in Kartal for 36 years and he was married to his wife Tugba after he graduated and they have 3 children. The Mayor's spare time is spent mostly with his family, friends and children. He knows English and French.
